Description: This course provides attendees with the knowledge required to publish regulations, information collections, and agency guidance in the Federal Register.
Course Topics: Overview of the statutes, executive orders, and policies that govern Federal rulemaking • Overview of what is required to go through the rulemaking process • Discussion of regulatory and non-regulatory methods to direct the acquisition workforce and government contractors • Administrative Procedure Act, OFPP Act, and Federal Register requirements • The purpose and organization of the Federal Register • Overview of the rulemaking process • Discussion of when it may be appropriate to issue a Request for Information (RFI), Advanced Notice of Proposed Rulemaking (ANPR), or Notice of a Public Meeting before drafting a proposed regulation • Drafting effective regulations and clear writing • Compliance with the Regulatory Flexibility Act, Paperwork Reduction Act, and related statutes • Compliance with Executive Orders and OMB requirements • How to analyze and respond to public comments.

Course Length: Two days. Course hours are 8:00 a.m. until 4:30 p.m., Monday through Thursday, and 8:00 a.m. until 12:00 p.m. on Friday.
All sessions will proceed as scheduled, starting at 8:00 a.m., regardless of weather or Government shutdown.
Price: $995 per student. Groups of 3 or more: $895 per student. Members of a group need not attend the same session in order to qualify for the group discount.
Cancellation/Refund Policy: Class size is limited in order to provide a high quality educational experience. Registrants may ask to be rescheduled 30 days before the course start date at no additional chard. Registrants may cancel and obtain a refund, less a processing fee of $150.00, at any time prior to 14 calendar days before the course start date. No refund will be given in the event of rescheduling or cancellation 14 days or less before the course start date.
